Job Overview
The Government of Sindh Human Rights Department is inviting applications from registered consultancy firms to provide legal aid services for the poor and needy across Sindh. This initiative aims to ensure that legal assistance is accessible to disadvantaged individuals in multiple divisions of Sindh.
The hiring process will follow the Least Cost Selection Method (LCSM) as per Rule-72(1) of the Sindh Public Procurement Regulatory Authority (SPPRA) Rules, 2010. Firms will be selected based on eligibility criteria and their ability to provide legal services in designated division-wise allocations.

Divisional Budget Allocation
The following budget allocations have been made for each division:

Firms must apply separately for each division they intend to provide services for.
Job Responsibilities
- Provide legal aid and consultation to individuals in need across Sindh.
- Ensure compliance with government regulations and SPPRA Rules, 2010.
- Set up and maintain an operational office in the respective division.
- Prepare and submit financial and technical proposals in line with government guidelines.
- Handle legal cases with transparency, professionalism, and efficiency.
Eligibility Criteria
To qualify, interested firms must meet the following criteria:
✅ Valid NTN Registration – The firm should be listed as an active taxpayer.
✅ SRB Registration & Professional Tax Certificate – A valid tax certificate is required.
✅ Legal Institutional Registration – Firms must be registered with a recognized professional legal institution.
✅ Office Setup in the Respective Division – Firms must have an equipped operational office in the division they are applying for.
✅ Affidavit of Non-Blacklisting – The firm must submit an affidavit stating that they are not currently blacklisted. If previously blacklisted, proof of delisting is required.
Application Submission Process
Interested firms must submit complete proposals in both technical and financial categories. The application should be submitted on or before March 17, 2025.

Terms & Conditions
📜 Firms should submit their final price quotes in Pakistani Rupees (PKR). No alterations, overwriting, or corrections will be accepted unless duly signed and stamped by an authorized representative.
📜 Proposals must comply with Federal, Provincial, and Local tax laws.
📜 Any firm found submitting incorrect or false information will be disqualified.
📜 The Human Rights Department reserves the right to reject any proposal as per SPPRA Rules, 2010.
